Utility Services Division

The Utility Services Division was created by in March 2014 by merging portions of the Telecommunications, Energy, and Administrative Divisions. The Utility Services Division has responsibility for regulation of natural gas utilities; wireline telecommunications, private water, and private waste water utilities. Additionally, the Division receives and responds to consumer inquiries for customers of Alabama Power, the natural gas utilities, telecommunication providers, Inmate Calling Service providers, privately-owned water companies and privately owned waste water companies. The Division is organized into an Economic Compliance Group and a Service Compliance Group.

The Economic Compliance Group provides economic analysis and monitoring. It includes the Natural Gas Section, Telecom Compliance Section, and the Water & WasteWater Section.

The Service Compliance Group has responsibility for oversight of utility service and service quality, inmate calling service, consumer inquiries/complaints, and telephone numbering resource management. The Group includes the Telecom Services Section and the Consumer Services Section. The Consumer Services Section responds to consumer inquiries/complaints for electric, natural gas, water, and waste water services. The Telecom Services Section responds to consumer inquiries/complaints for telephone services including Inmate Calling Service and Lifeline service.
